Aquino: Robredo's fate in DILG still hanging 2v96yd10President Benigno Aquino III on Thursday admitted that Interior Secretary Jesse Robredo's appointment still hangs in the balance, pending further talks to settle their differences.

The President admitted that his decision to appoint the former Naga City mayor to the Cabinet position only in an acting capacity, and not as an ad interim appointee, was due to Robredo’s tendency to make decisions for himself.

Aquino offered this glimpse into his leadership style, in a rare interview with three major television stations in Malacañang on Thursday.

The President cited an instance during his campaign sorties before the May 10 elections when Robredo, then acting as his "ground campaign coordinator and manager," would schedule too many and repetitive sorties — mostly in the latter's turf.

"There were some instances na sobrang haba noong mga schedules na binibigay sa amin (when the schedules being given us were too long). The worst was 20 sorties in a day," he said.

Aquino saw this as working only to Robredo's advantage, but hastened to add that he has already brought up the issue with the former mayor.

"Pinag-usapan po namin ito, bago ko siya hinirang. Sabi ko, magkaalamanan muna tayo. Hindi tayo puwedeng dalawa ang nagdedesisyon. So, that is the main reason bakit acting," Aquino said.

(We talked about this before I appointed him. I told him, let’s get to know each other’s style first. It can’t be the two of us who do the decision-making. So, that is the main reason for his acting-capacity status.)

Robredo and two other Cabinet officials were earlier reported as having been appointed only in an acting capacity, with their names excluded from the list submitted by the Palace to the Commission on Appointments (CA).

Aquino said he wanted not only to make sure he was putting the right person in the Department of the Interior and Local Government (DILG), but also to save Robredo the trouble of going through the rigors of CA screening.

"Kung ginawa kong permanent, tapos hindi pala kami magkakasundo sa particular nuances of style, then kawawa naman siya," Aquino said. "Dadaan siya, hindi ba, iyong confirmation process, sa dulo ay papalitan lang pala sila," he added.

(If I made it a permanent appointment, and later it turns out the two of us don’t agree on particular nuances of style, then that won’t be good for him. He’d have to go through the confirmation process, only to be replaced at the end.)

Still, the President said he plans to talk further with Robredo on the matter of changing his appointment status.

"And in fairness to Secretary Robredo, he has demonstrated that there is a clear-cut and correct relationship between the two of us. So, … will we change his appointment? That will be subject to further discussions between the two of us," he said.

Aquino, however, was quick to add that he was not discounting Robredo's track record as a local chief executive. Sharing the same "core principle" in governance was the very reason why he appointed the local government executive to take over DILG's top post.

"Ang dami pong qualifications ni Secretary Robredo (Secretary Robredo has many qualifications,) especially as far as local governance is concerned [and] that his talents are really [those] worthwhile to acquire and to be of service to the state as a whole," he said.

He noted that Robredo and Rico Puno, DILG Undersecretary for Peace and Order, have so far been "instrumental" in his administration's efforts to recover from the problems it “inherited" from the previous administration of Gloria Macapagal-Arroyo.

Robredo and other officials came under fire after the Philippine National Police (PNP), which is under DILG supervision, failed to prevent a bloody end to the August 23 hostage crisis where eight Hong Kong tourists were killed when a dismissed police officer hijacked their bus.

Aquino had earlier said he was taking full responsibility for the incident — which was widely condemned both by Filipinos and Hong Kong nationals — while pointing out that Robredo should not be blamed for it.

The President had explained that when the new DILG leadership took over before the hostage crisis, he particularly instructed Robredo to concentrate on local government concerns, while Puno was assigned to oversee PNP concerns.

"Puno gets into the picture primarily because he would know the people who I would need to put in the boxes that have to be filled … Ang mas nakakaalam po sa atin na mas maraming interaction ay itong si Puno (It’s Puno who is more familiar than us, and who has more interactions)," Aquino said.

Earlier, the House minority bloc reiterated its call for Robredo to resign, calling him a "political eunuch" because Aquino's moves had supposedly "politically castrated" his top DILG official on several occasions.

"If Robredo has any self-esteem left, he should resign with alacrity and save himself from further embarrassment and the DILG from a damaged leadership," House minority leader and Albay Rep. Edcel Lagman said on Wednesday. (See: House minority hits Aquino's 'flawed' Cabinet choices)

Robredo has remained mostly mum on his status as DILG head thus far, saying only that he serves at the pleasure of the President
